The M4 is a pig of a vehicle. You use it because you have nothing better at the BR but it’s pretty underwhelming.
Actually, I’m suggesting that SPAA is moved to meet CAS that it compares to. 1980s SPAA shouldn’t be facing 1940s and 50s aircraft.
I didn’t have any trouble with my M163 at 8.3, although I only used it for a week or two before XM246
Maybe if Gajin gave them their lead computing or radar directed gunsights
In the thoroughly gimped states they currently exist yes they should.
If you lead the lead indicator, shooting down planes becomes far easier with M163.
Most of the times these missed shells won’t even have a sound effect due to whatever always-existing sound bugs…

The ZSU-23-4 is actually my most successful ground vehicle according to my player stats, and I’ve been playing since 2015.
Comparing it to the Gepard is like comparing machine gun to a rifle. The Gepard is superior at longer ranges and is better at detecting targets, whereas the ZSU is better at medium to close range and generally has better tracking.
If you’re going for ground targets with an SPAA, that’s a bug bear of mine! But if you really must, I’ve never personally had any kind of issues with the ZSU’s guns. In fact, I’ve found them far more reliable in self defence scenarios.
Hands down, after the System Radar Screen feature was added, it does sooo much better than before. Gepard is nice too, but I favor more the ZSU than the Gepard now.

Nvm I misread the OP, you’re right he’s on about the base Shilka probably.
I think the base Shilka is okay, certainly outshone by the Gepard for 0.3 BR increase but still an okay SPAA.
The M4 variant however is god awful.
