Why not, North and South Korean vehicles start at rank 4 anyways so might as well make them their own tree. You’d have to grind whatever tree they were in to rank 4 anyways so it makes no real difference.
Leave NK for China as they are close allies, unlike with SK

you mean like how ROC and PRC are great allies? If it worked for China it can work for Korea, and a combined North/South Korea tree would have more than enough in it, countries that have been in a perpetual war since 1950 tend not to slack off on their military equipment.
