Now that many new air support features and munitions such as man-in-the-loop, anti-radiation missiles, new munitions like GBU-53 are added to the game, it is a good idea to give the SPAA a chance to counter such threats.
Here are some of the suggestions:

Make ammo resupply unlimited for SPAA in spawn: Aircrafts, specially helicopters can easily just launch all their bombs and missiles and safely return to the airfield to reload and do it all over again while SPAA only get an ammo box resupply that only has as much ammo as the SPAA has and after that, the player has to drive the vehicle to capture points which might not be possible if the enemy is present in the area. So making the ammo resupply at the spawn can help SPAA a lot.

Give ammo boxes extra ammo with every kill: Make it so the ammo boxes get extra missiles with each kill so for example one missile for each munition kill and two missiles for each vehicle kill and no it won’t be unbalanced as it takes time for the vehicles to resupply missiles from the ammo boxes and to make it balanced further, we can give it a maximum number of missiles allowed to prevent missiles stacking on top of each other.

Add buildings or trees in front of the spawns: We can add buildings or trees in front of the spawn and the radar vehicle drives out of spawn to scan the air and once the player feels like it is getting overwhelming and there are lots of missiles coming in, they can just drive the radar vehicle behind those buildings to act as cover.

Less valleys and mountains in the map: Aircrafts usually spawn in pretty high in the air, then just launch their missiles and bombs and dive behind mountains and into the valleys to dodge incoming missiles, Gaijin can remove those mountains and valleys so aircrafts remain visible on radar even when they get pretty low and close to the ground.

Add datalink between SPAA and friendly aircrafts: countering enemy CAS will be a lot easier if players can access a network shared between all friendly vehicles with a radar/IRST that have the datalink ability IRL. This way, even if the radar vehicle is destroyed and the launcher vehicles remain, the player wouldn’t be kicked out of the launcher vehicles too because the launchers can just use the data from other friendly radars whether ground based radars or airborne radars.

(This one might sound weird) Add radar stations and airborne early warning and control (AEW&C) vehicles: These stations and vehicles will be controlled by AI and help with the detection and targeting of enemy aircraft and munitions and to not make them unbalanced, enemy players can find and destroy them.

(I feel like this one is inevitable, but) Add more advanced SAM systems: Systems like the Patriot, S400 and S500, David’s sling, and other such systems to counter the CAS (but I don’t think they get added before 5th gen fighters).
