The reason RU “needs” this yet another “mid” tech tree thing is to make the grind more annoying and longer…this could easily be put into the folder of the existing pantsir but it probably wont… RU tech tree is just as popular as the US one is, hence why they are massive and each update they are getting more and more annoying to grind so that you PAY Gaijin MONEY to progress easier not because Gaijin hates the western world ffs
