Both are allowed in, placed at a BR, put in a map that is not suitable for the vehicle type, with gamemodes not suitable for the vehicle type.
So you’re comparing bringing a STRATEGIC bomber in to do CLOSE Air Support in a (mixed) ground battle with bringing a ground vehicle specialized for killing tanks (at longer distances) into a ground battle?
Yes, the ATGM carrier will struggle in e.g. small urban maps, and I actually always ask myself if I should bring a specific vehicle to a specific map, especially ATGM vehicles because they really are very map dependent.
But this is never even close to the absurdity of a Strategic Bomber carpet bombing in a small scale ground battle…

Also, no, the answer that missile trucks have something to shoot at isn’t a viable excuse, cause you can engage other aircraft with such vehicles. As well.
Because dropping 20 bombs is a major hell yeah moment even if you hit absolutely nothing. We also have the toilet bomb in the game, it’s not exactly the best of weapons but it is there. Having options is generally speaking better even when those options are bad.
There never was any game mode restrictions like this, afaik. But some basic common sense can also be expected from people, no? Is it really necessary to restrict something that is so obvious?!?
I can also bring a torpedo armed waterplane to a ground battle on a desert map, there’s no restriction. But if I do, that’s on me, and I won’t blame the game for MY bad decision.
And if one can not figure out why bringing a Strategic Bomber to a ground battle that plays out in a 1x1km grid, with near impossibility to see who’s friend or foe from the high altitude where one operates is a bad idea, then one has not understood the fundamentals of roles and usage of military equipment.
Knowing what equipment to use when and how is a crucial part of this game, and something I am really often surprised to see many players really struggle with.

You take me saying “Dont use B-52 as it is poorly suited for CAS role in GRB” and try to make out that im saying “Dont play bombers in generals”. Cut that out.
My point is specific to the B-52, its a strategic bomber that doesnt work for GRB because it doesnt have access to large bombs, so it has to rely on carpet bombing against small, fast-moving tanks on small GRB maps.
Entirely different issue to TOW carrier, which by the end of the day, is still fundamentally designed for direct ground combat. It might work better on some maps, it might work worse on other, but its still meant to work within its role.
Whereas OP is forcing strategic bomber without neccesary tools into role of tactical support.
