Meta ist means it’s the best ‘tactic’ available, not necessarily op
Something being overpowered in wt’s context means it has absolutely zero right being at the tier it currently sits at or in its current state.
The Su-30MK2 and MKK are easily better than every 13.3 in the game right now (besides J-11A which is just, another flanker) while also superior to many 13.7 aircraft, including; every F-16, gripen, F-2, Su-34, arguably F-15C, even J-10 and more.
Especially now that the N001 radar is getting two very good buffs they have even less of a right staying where they are
