Just cough up some counter evidence mate, this whole discussion is pointless because all you’re doing is running circles around the original subject, being corruption affecting quality in a certain nation’s military

Oh dear, according to said index the country I’m from rates an 88/100 (2nd in the world), whereas Russia scores a 22/100 (154th in the world, and 4x worse)

You are aware that expert opinions and „feelings“ are a pretty standard set of data commonly used in statistics? Not everything can be pulled from completely objective data that why statisticians sometimes have to do a Direct survey

So on what it’s legitimacy is builded ?

The fact that it’s a recognised metric for most notable anti-corruption organisations, and used as the metric to judge public sector corruption globally
