Yes there are few exceptions, the Poltava and Imperatritsa Mariya, japanese 36cm guns (some of them doesnt even have HE, mjust SAP and APHE). Also Italy doesnt use HE and France/USA doesnt use SAP for battleships.
As for smaller guns, i really doubt that there is any SAP with more filler than HE in the same gun.
