I have absolutely no clue what the second half of this means, but as for the first half, no. It is not 50-50. It is based on what BRs people are playing. If more people are playing a slightly higher BR, you are more likely to get uptiers.

Japan currently lacks any ground vehicles between the BRs of 10.0 - 10.7. As a result, whenever Gaijin attempts to pair Japanese players together for the matchmaker, it is more likely to group 10.7 - 11.7 than 10.3 - 11.3 or 10.0 - 11.0, as there are more players in the higher bracket. The same issue plagues a few other nations such as France who similarly skips the 10-11 bracket of MBTs.
If you would like to have more vehicles ~10-11 BR to help increase the chance of down-tiers, I recommend supporting one or more subtree propositions for Japan, such as the Thai, Indonesian, or Singapore suggestions!
I think we should let Korea join the Japanese
I personally agree that Korea would make a good fit to help fill out Japan, though there are many that reject the concept on cultural basis & gaijin has expressed hesitancy with the concept in the past, hence the other options.
It is worth noting though that South Korea is the only nation in all of SEA to field a “top tier” capable SAM, as almost every other nation in the region relies on MANPADs of some variety for SHORAD. The one exception is Myanmar, who fields 2K22M Tunguska with 8km range ( Pantsir ordered, but possibly will never arrive due to world events ). So it is unlikely Japan will ever get a top tier crotale / pantsir equivalent (Thailand fields ADATS, though as an emplacement so no mobility or radar).
It’s more about the fact that Japan and Korea have no military connection (no allies and no weapons transfers) whatsoever beside being geographically close to each other (which isn’t a justification) thats why i am not in favor of it, as it will lead to players suggesting random mixed countries for example India in China or Australia in Israel.
Both Indonesia and Malaysia field the URO Vamtac RapidRanger, capable of firing both the Starstreak (7km range) and the LMM Martlet (6-8km) with the ability to engage air and ground (light armored vehicles). It might not be much but could be a capable platform.
However its unfortunately know that the SEA countries would offer Japan mostly helicopters, aircraft, light and heavy vehicles.

Though their relations are certainly complicated, with multiple treaties and deals broken off due to petty squabbles or political disagreement (particularly as a result of the trauma experienced by South Korea from WW2 & the Japanese conservative party unnecessarily adding fuel to the fire) throughout their mutual history, the claim that they have no military relations and haven’t had them is simply false- especially in light of the agreement literally reached 3 days ago.
I am well aware of the SAM capabilities of the region. Starstreak is a heavy manpad- though capable, it is ultimately limited in range to ~7km. LMM Martlet as operated on the platform provides a more traditional SAM experience but still lacks in range, putting it in a similar category to RBS-70 (which can also be found in service among Thailand and Singapore). Most importantly, neither platform carries a search radar. Though several nations in the region field SPYDER-SR, they too lack a search radar, and thus aren’t particularly preferable to Japan’s own Type 11.
As I mentioned above, the only nation other than South Korea which fields a non-manpad SAM system that features a dedicated search radar is Myanmar, with their 2K22M (which would itself be lower BR than the Type 81(C) ). Laos comes close in capability with the Yitian ADS system, though I feel even more people would be unhappy to see them in contention. That leaves Singapore’s UMI with Iglas as quite literally the only availbile platform with a search radar and missiles.

The ASRAD-R features an advanced search radar, BOLIDE / RBS-70 NG, and a quad launcher, yet it sits at 10.3. RBS-70 platforms in the region are more comparable to the 9.7 Lvrbv 701 (non NG), albeit on faster platforms.

Indonesia’s SHERPA with Mistral & a .50 would be trading radar for a .50 compared to the SANTAL, a 9.3 spaa. While that may help against bmp-1/2/close in helis, you lose the search function.

I have looked through all the options and am quite confident in when I say: South Korea is the only nation that can provide Japan with a top-tier capable SAM. Others can provide fun & capable AA, but they cannot stack up to the Crotales of top tier- none would be on-tier in a line up with either the Type-10s or Type-90s.
It is a non-enforced agreement for political packaging and will not even be implemented concretely and will be abandoned.

I have pretty good idea, given Korea’s track record. I am fully aware of the immense hatred some Koreans feel towards Japan, often more so than the distrust of China. The 2018 Japan–South Korea radar lock-on dispute wouldn’t have happened if feelings weren’t tense between the two nations, nor the repetition of the Wednesday demonstration protest. There are a great many topics of anger from the Yasukuni shrine to retaliatory regulations.
However, just as IRL the US has repeatedly attempted to get Japan & South Korea to work together for the interests of the first world, I think it still possible for Gaijin to group the two nations together for Warthunder. The blood-feud ought to be reconciled one day, and I think it would be wonderful if part of that came with the implementation of South Korea’s many unique and potent AFVs fighting alongside their Japanese partners to produce a powerful in game nation.
