This is simply untrue. Most aircraft nowadays operate with ECM equipment in which a PRH missile with HOJ capability would be extremely accurate. As well, an aircraft like an AWACS or with another form of quick scan radar would constantly update the IOG of a PRH missile. It would obviously be less accurate than a ARH/SARH missile BUT at the exchange of not giving a launch or track warning.

Why would you do that? You would have no indication a missile of the sorts has been fired at you and you should be searching for the hostile target. I mean yeah, you would evade it, but it would ruin your situational awareness and self defense capability.
anti radiation missiles generally have a feature that keeps them going in the general direction, if not the exact last spot the radar was last detected at, im unaware of what americans use, but i can tell you that the british missile, the ALARM has a 5 minute loiter time iirc before it will impact at the last known detected location. if you doubt the effectiveness of this, there are first hand accounts of british tornados taking out serbian air defenses with ALARMs that proved extremely difficult to deal with with american ARMs
this is the case for AGMs anyway, as for anti aircraft missiles, ive got no clue, but its reasonable to assume the work on a similar principle

In the case with the R-27P/EP it would use a lead guidance system combined with an inertial guidance system to hit airborne targets.
HARM definitely needs it’s own rail connections and uses a number of sub-systems that are not found on a mig-29.
A lot of modifications need to be made to launch HARMS.
IOG will either work on the last known trajectory at launch OR at last updated velocity (which requires data link)

so? whats the conclusion? why the snail wont give the r-77-1? su-27 and su-27sm are feels like at previous generation from all nato top jets. and late su-27sm had r-77-1, so whats the problem?
like, yeah, its playable. mig23 is also playable against top jets. disadvantage would be even bigger and suffer would be on the edge of unbearable, but it would be playable. is that the criteria? maybe they need to get mig23 on 12.7?
