If the fighter just turned away or turned off its radar though the missile would lose lock

This is a very good example. I can certainly admit that the Su/MiG could use this missile, but only in the φ0 mode.

Because Ukraine has no aircraft with radar emitter locaters, which are an important part of a SEAD aircraft. They have to use the seeker of the AGM-88 which is not ideal.
