Tbh this is not even a striction on these days.
MKM is the best example in this case, Malaysian Air Force never bought KH-38MT’s but here we are, same goes for German F4F that carries Aim-9J alongside with many more vehicles.
If ADTW is capable of carrying Aim-7P there is nothing stops to gaijin to add it, unless they dont want to.

The J/ARG-1 is not NATO standard, neither is JDCS(F) interface carried by the F-2, or its other proprietary datalink system.
The F-2 has gotten nato standard Link-16 more recently, but Im unaware of if the Aim-7P actually uses it or something else.
