This is a possibility; torpedoes tend to be unreliable in general outside of type 93s.

so you wanna make the problem worse instead of just decompressing brs ? navals max brackets still only 8.7 we could very easily get 9.0-9.7
Decompression only slightly alleviates the problem tbh, systematic buffs across the board as well as some decompression, alongside shifting some ships around is the best option. At least in my opinion.

Shifting some down and shifting some up is simply short term.
The long term is decompressing from there.
that still just recompresses the match maker cause your putting a 8.0 ship down at 7.3 fighting WW1 BBs
the better option is simply to make a higher bracket

you could make it even higher and decompress lower brs too
But this becomes the issue of stretching queue times.
You or I might not have an issue with sitting in queue for several minutes but others do.

Line ups are important as well. Decompressing will cause many line ups to be 1 or 2 ships at same BR or even tier which is also something to be avoided.
Yes, there’s backups but I believe we should avoid that unless absolutely necessary.
scarnhorst is the only 7.3 in germany btw bismarcks the only 8.3 in germany exetremely common to have 1 ship at higher tiers for germany
