only chally to get Gen 3 is the CR3 TD, RU tanks getting Gen 3 thermals is nothing but pure bollocks.
There are like… 1 or 2 RU tanks that have gen 3 thermals. One of them isn’t in service, and I can’t think of the others off the top of my mind.

I’ve seen some sources state the T-90M uses the MATIS (3rd gen) thermal imager for the CITV. I mean, they’re supposed to have been in licensed production since 2008, so they must’ve gone somewhere lol. Never had time to look into it more unfortunately.
The T-90M uses the Agat-MDT CITV which uses the Irbis-K thermal imaging system. Effectively equivalent to Sosna-U.

As @Sad_Lewd said, it doesn’t use MATIS. From what I remember that was almost only used on license-produced export versions and some very early models.
Optics are the same, round is similar enough.
Being able to turn and reverse in tight spaces fast makes a tank better for closer quarters.
It’s why my KDR in Chally 2 and T-80BVM are similar.
It says rank 7 not 8 so my guess is no. If it gets dm23 no reason to buy it.
Why doesn’t the British tree get this and the C2A1 in the tech tree. It’s rediculous you have to buy a german premium to get British Commonwealth Titles like Royal Canadian and such.
There should be a rule to additions to warthunder:
1: If a nation built a vehicle it should get it.
2: If a nation did not build it and serviced it they should get it.
3: If multiple nations used the vehicle including those that did not build it, then those countries should also have the vehicle in their respective liveries just like they did irl.
Imagine if gaijin gets a complaint from service members who are Canadian because they cannot use their vehicles ingame in the British Tech Tree where other Canadian vehicles are, because it was built by germany.
By that logic the Skink having an American Hull should not be in the British Tree even though it is Canadian.
Similarly adding the CL-13 to Germany should actually be in the Canadian tree since they are Canadian built.
The defence that the vehicle was not appropriate for top tier in Britain doesn’t work because the BISHMA was added to the nation.
And on that note will it get a tech tree verison in the British Tree?
According to this rule, Gaijin got it right. Given the 2A4M was built and subsequently upgraded by Germany and German companies. It’s not even like the Upgrade was just done by Canada or a Canadian or Non-German corporation - everything except for the person it is being sold to is British. Unlike the Skink or Ram II or Phantom FGR. etc.
The thermals Russia imported and produced domestically are generally “gen 2+”
