You can privately contact someone in the Forums by accessing their profile page and hovering in the “Message” button in the top-right corner. You may know if your message has been sent when the page automatically redirects you to the private message, else, a pop-up notification may appear in case of an error; far as I know you can’t see if the reciever has viewed the message, is up to the reciever to reply.
