in order to use the bombs you have to be high enough up and facing a certain angle to drop the bombs, the pantsir can kill you the moment you spawn in i you fly up you will get shot down if you dont dive.

my guy you needed a SPAA that’s generations above anything else in the game because you couldn’t cope with A10s and F14s, quit projecting
furthermore the pantsir doesn’t solve CAS, it just allows the hordes of mouthbreathers in their high altitude Kamovs and Su25 doing loops above the battlefield to fuck up the enemy team unpunished so
just accept the fact that you cant just spam cas to get free kills
