The P4 was intended to become an export product for Pakistan to produce, operate and sell to other prospective global buyers.

Yes but that doesn’t mean anything. Other vehicles could go to other nations such as USSR. In Olivia’s leak list there was one Bangladeshi boat and it was meant for USSR.
