Yup. I find the Russian tech tree boring, and haven’t touched it since completing it. Grinding it from start to finish was utterly mindless, and in most vehicles I can do well just by holding the W key.

HSTVL is double the acceleration, faster top speed, smaller, and with a far better round.
HSTVL is superior in every way to 2S38 with thermal generation being the exclusive exception.

ADATS already exists if I want SPAA, and is superior to HSTVL getting 9.7 SPAA features.
I had to use the Type 93 for a very very long time, and it was nightmarishly painful compared to the Strela which was at the same BR. Now the ZSU-23-M4 is at the same br lmfao.
So according to your post, 2S38 is incapable of killing anything at top tier cause it has worse pen than HSTVL, is larger, slower, and more of a walking ammo rack…

2S38s are easier to frag today than at any previous point in War Thunder’s history.
They made it significantly harder to kill a hull down 2S38, because there is only one shell in the turret and it rarely ever detonates. Shooting the hull of a 2S38 is meaningless as that would kill it before, potentially. Although sometimes the autoloader just randomly eats the shell and all spalling. So your point is effectively moot.

The initial standard Rolands are absolutely garbage since Gaijin’s mentally insane change to SACLOS SAM/ATGM maneuverability. You can dodge virtually any non-top tier SACLOS SAM with a mild roll.
I have never once witnessed a hull-down 2S38 partially cause such maps are rare to begin with.
The gun depression doesn’t allow hull-down on the rest of the maps.
Tunguskas and Rolands easily frag aircraft within 6km.

USSR first and Russia then always put their emphasis on SPAA/SAM systems. The only thing left to do,for a game,is to artificially nerf russian vehicles or buff NATO vehicles without getting ahistorical.

The closest things comparable to the 2S38 are the 40mm L/70 shredders (that literally outperforms the 2S38 but doesn’t have IRST and proper anti-tank capability) and the OTOMATIC (that deserves the spotlight instead of the HSTV-L). Missiles are other things that needs to be addressed separately
Then add a mechanic that enables two vehicle SPAA setups or adjust the BR of the inferior SPAA OR raise the Pantsir’s BR… lots of options, gaijin does none of them and just lets the pantshitter stay OP
Agree on both of them,they seriously need to add Radar stations/towed radars and Datalink so that many vehicles already presents can become more viable and you can also add other vehicles (looking at you,Patriot system)
At the same time, decompression on Ground is desperately needed,every nation is simply a cluster of confusion with certain tanks literally dominating downtiers
