The only thing it allegedly is missing is its final round; that’s it.
Anything else it didn’t receive in this version and/or on top of being pointless for the BR it is.
The only way HSTVL is good with HE-VT is if its APFSDS is removed so its BR can lower.
Otherwise it’s an OTOMATIC where you don’t bring anti-air cause its BR is too high to do anti-air.
OTOMATIC BTW has the highest penning round of these tanks but is only 11.3 because of its massive size.

It’s a trash SPAA cause it has an APFSDS round increasing its BR by at least 0.7, likely closer to 1.x.

The rounds should be removed and it brought down to its SPAA BR. With a new SPAA taking its place that can actually do work.
The limitation won’t change until Gaijin separates ammo pools, and simulates dual-feed better.
So the best method is removal of the round.
12 darts means it isnt adequate at all.
I doubt 12 rounds would increase it’s Br by that much. It is also a 76mm gun, so the post pen wouldn’t be very good. Compared to the 2S38, the 2S38 is a better anti-tank platform.
2S38 has a significantly lighter round, and post-pen is currently exclusively based on mass of the round.
OTOMATIC’s round also pens the most out of the vehicles mentioned.
The only thing that pens close to it is VCC-80/60 at 9.0.
Of course HSTVL is amazing.
But yeah, the APFSDS is ruining the OTOMATIC from being a decent anti-air.
Just as HSTVL would be an utterly garbage anti-air if it got anti-air rounds.
But yeah, 12 rounds is enough for 4 - 5 frags for me, 2 minimum for the average 2S38 player.
3 minimum for the average Begleit player.
But it’s such a trash playstyle cause it’s more passive and ambush than those vehicles.
Which is why I’ll never get the OTOMATIC and play it. Why would I when the anti-tank playstyle is utterly garbage and the anti-air capabilities are far below its BR?
Oto BR is not based on it having 12 76mm darts.
That is not the Lvkv9040c being magically survivable, that is an idiot shooting the same spot over and over. He could have aimed for my driver and I would have died. That’s a bad player, and most 2S38 players are bad.

Reloading is a relatively fast process, and is sped up even further by the troops. It is known, and trained, that the troops riding in the back in the 9040C variants can access the turret basket once the gate is lowered and reload the main gun, which is even faster. There is absolutely 0 reason for Gaijin to have made it function this way, likewise with the Type 89.
I was there when it was getting up-BR’d. The skilled players using it were doing the ambush/passive tactics against tanks.
Both on the same team and opposing team.
None went after aircraft cause the BR was already semi-screwed; so it went from 10.3 all the way to 11.3.
Yes, it went from 9.0 to 10.0/10.3 cause of its anti-air… but after that was cause players played it with a “rat” playstyle.
Otomagic have better post pen so its better AT platform, as all guns sub 75 mm have nerfed APFSDS spalling. As Otomagic is 76 mm, this limitation doesnt affect it.

Also that’s literally the definition of survivable the you can absolutely see where the round comes out that internal I’m pretty sure would have sent a spall cone into the drivers area.
If that went through a t-series, dead. As long as the ammo carousel spall liner didnt save it. But as it stands I think if you put that many rounds into the back of the tank it should have kept you there. It’s not just the crew that matters. Even though your driver was hit just didn’t die and if it’s a server replay. Some of them certainly went exactly where they were supposed to. Your driver proves it. The hits when your tanks rare is angled completely straight line with him going in your turret. Put your turret. In the hull, put the hull.
I think the 2s38 is pretty annoying and should be raised. But let’s not pretend he’s walking away from that the same way you did. That dart that hit your driver would have taken 2 of his crew members.

Hstvl is armored all around with the same wunderwaffe metal they used on the abrams ufp. I had hstvls bounce and sponge the most retarded shit ever. No reason it should go down in BR, the 2s38 should go up

Also I’ve literally watched 120mm APFSDS go through the entire side or front of a T-series tank and not done a single thing, failed to spall at all. Do not give me that garbage.

How is it better? It is slower than the HSTVL, and has less pen. In every HSTVL thread I see, half the people claim it is 10.3 worthy and unbelievably terrible, and others saying it is fine.
2S38 is easy to kill in my experience. I have only had issues with the fuel tank sometimes eating darts, but thats it.
