You state penetration as reason for placement. There are vehicles at the suggested BR and lower with higher penetration.

XM578E1 > Rubin. Penetration doesn’t matter when comparing different types of ammunition.

29.5 HP/t still beats MBTs and lights around it’s BR, which can’t be said for 19.5 HP/t 775 has.
MGM-166 isn’t subpar for it’s BR, meanwhile the Rubin is.
