If the others deserve to go to 9.7 the strela deserves to be 10.0 or 10.3.
Strela has significantly better missiles than the Type 93, with double the pull.

No. Thanks to optical tracking on its missiles, strela outclasses most of its peers and could be 10.0 comfortably.

Ozelot has radar
The PGZ04A has a radar and 4x 25 mm
The SANTAL has a radar
both of them have a real radar, the Ozelot only has an IRST search.
Also, the Ozelot has no means to defend itself, no MG, nothing
It has the same MIssiles as the Machbet, which is 9.3 and even has a 20mm on top.
So saying that the Ozelot deserves 9.7 just because of the Radar is ridiculous
