No, it’s VN-12 chassis, basiclly ZSD-89A upgraded to IFV standard.

Yes, it can receive information from the carrier, and even other aircrafts around, be it radar or IRST, or any other mean of detection (RWR).
For example there has been a successful test of a rafale shooting down a drone being him while using the radar from another plane further back.
Its likely nothing relevant to the previous aspide, however, i heard they were developed by the same team. Its difference to the PL-11 is like R-27R vs R-27ET(this one is ir guided).
