Not only, the RF seeker of the Spear has been replaced by an electro-optic/infrared seeker that allows to do image-based navigation and terminal guidance even in GNSS-denied scenarios, EDR On-Line understanding that the seeker exploits heavily the work done on the Crossbow seeker. Two newly developed key algorithms are loaded in the processor, one dealing with image-based navigation, the second dealing with target identification. It is also being fitted with a SAL (Semi-Active Laser) seeker, which will allow to further increase accuracy when the target is illuminated by a third party designator, air- or land-based. - Source

IR/IO does the terminal that is just it

GNSS/Image navigation to the target area. SAL to nail the precise target. Just like it is on the Brimstone

by increasing target probability, normally GPS are on all of the battlefield, it could pretty much funtions as a quasi navegational radar.
But as the source says that the IR/IO are terminal homing like every missile simlar to it
In a GPS denied environment like MBDA say it can still be fired at targets and it will navigate to the target and hit it
AASM and Storm Shadow do the same thing with IR terminal lock
To say that the IR/IO is just for navigation is plain wrong especially in GPS denied environments

So please just accept it has an IR/IO seeker that terminally locks
In GPS dennied environment there is no GPS for the target so it must use the IR/IO for terminal or MBDA is lying about it being used in GPS denied environments
Still the primary source doesnt mention that it is for therminal guidance.

Well if you think about the entire tree and not just the F-15EX itself, putting it under the strike eagle wouldn’t be that incoherent. The 3rd line can already be filled with at least 3 different raptors. The F-15EX also keeps all a2g capabilities from the F-15E, and as such would act as the highest ranked heavy attacker in the tree (not comparable with the F-35s and their pretty limited load). And finally, stealth fighters will probably not be that much of a meta and the F-15EX will probably face these, so it could be coherent to put it along stealth fighters instead of above them
