technically yes, although it would still be a phantom, it would be a combination of the kurnass 2000 in the Israeli tree with the wing mounted camera, targeting pod (pave spike maybe better because that was considered “new” in 72/73), laser guided bombs, and AIM-9Ls, but with the AIM-7F/Ms, upgraded radar and IFF system, ARMs/HARMs (if they come) and many more ordnance options that may or may not get added to the game, (maybe better engines), better jammers, and would retain everything else from the US F-4E “1972 pre DMAS” modification we have in game, it would be a direct upgrade over the F-4Es we have in game, could possibly bridge the gap between the existing F-4E and F-15A, or be foldered with the existing F-4E as an optional aircraft

The only reason Reform is gonna get more votes is because Labour lowered the voting age to 16 and then introduced the Online Safety Act, while the left is more split since Labour is basically Red Tories and Corbyn’s party fell apart before it got its name.
I honestly still doubt they’d get enough. At worst we’d have another 4 years of Tories.
