IRL, CMs are specifically designed to meet a threat (they don’t just burn hotter). It’s far more complex than what you think.

Yeah, we are also starting to get into the territory of these specifics are still classified.
Except there do be different flare types. Like ones designed to blind an IIR seeker to give the plane a short opportunity to escape the seekers lock.
There is also just a continuous development race of getting a flare mix that burns at the same intensity, and same IR band as an engine.
Flares arent a static development, its a race to try to counter the seekers of a given era.

Would it matter if you would be tracked by a Fox 3, piloting an F15 or an F35? Probably not! (in-game)

I think you have some misconceptions on how flares and stealth work. Or you are oversimplifying to much. Hooter flares doesn’t directly translate to better countermeasures. The goal of a flare is to hide the thermal signature of the engine/plane under a much brighter -but not necessarily much hotter- thermal source.
F35 and other fighter stealth would only work up until modern IRST and radar lock them at probably a bit more than 100km, to which a fox 3 can be guided with datalink, and would probably be able to locate a stealth fighter with its onboard radar when going pitbull. Stealth allows for the jet to be located (and tracked) at much closer distances and give it the option to fire first. It’s not an invisibility spell to all incoming threats
so they could just add everything now and it wont matter, its gonna be the same massacre
By a Fox-3? Yeah id say the F-35 has a better chance avoiding lock and propper guidance against a Fox-3 ARH missile.
Edit: and the F-35 doesn’t exist in game so that is an automatic win
