We never said aircraft can’t come outside of their origin nation first at all. I’ve already mentioned the F-5 and AV-8B as examples multiple times myself.
They are not on the same level as the Hornet however.

We are not asking for EFT, but only the F-18C. Taking into account that the USA already has the F15C MSIP. And Germany only has F4F ICE

A nations most iconic machines don’t go to 3rd party trees before the origin nation.
If we have Italy then Hungarian Tiger before any German tigers were ever added to the game, I’m not sure you would be happy with that result either.
