Yeah as that would be for 1989 it is only a record for that year
So it seems they bought 9M and then when they wanted more it was denied so they upgraded the 9Ls
SIPRI can be unreliable, and Gaijin doesn’t accept it as a source. My guess is they were looking at a request from Sweden to purchase 390 AIM-9M but it was later denied, so they turned to the AIM-9Li
