The Harrier II was co-developed by the US and UK but at its core, its a British aircraft. So US and UK have equal claims on that front.
Italy has a reasonable claim because they are the “minor axis” nation which I think Spain would fall into loosely, they have other Spanish vehicles I think and Italy does use the AV-8B+. So is not an unreasonable addition for a premium for Italy
