It is worth saying that China had trouble designing and creating their own missiles to that on par with the West at the same time back then. PL-12 needed to have R-77 seeker or perhaps it’s derivative.
It is different today as China has accelerated their tech significantly.
But PL-12 was still one of the first domestic design missile to be put into service. PL-11 and PL-8 were foreign designs.
Also, is your source from the Australian government because it seems to be from what I recall to be a Australian magazine, and thus not reliable. What some random Australians say isn’t worth much.

At very least it should be significantly better than the R-77. At this degrees of poor representations, classified documents will come in the near future from some players who arent smart enough.

I found your source. Air Power Australia isn’t really reliable for information on either AIM-120s or PL-12s.
