They could do with adding further ships so scharnhorst can be moved up with actual competitors. Her place can be filled by earlier German BC’s and France and Italy need their dreadnoughts ASAP before they stop being competitive vs later 16-inch armed dreadnoughts and above.

WT Mobile has Illustrious 's name in it 's files, and specifies it to be in 1940 fit there. Mobile also has HMS Implacable(R86), 1944.

Maybe, but it 's worth adding to what we know abt plans for carriers that they have extended names for statcards already specified, they’re unlike other AI units in this way too.
I was going to suggest that maybe they’re just changing the game so eventually all non-player units can be viewed from the hangar to that players can view them. But it does say Lexington_shop, which is only there to call out people who entirely GE’d their vehicle.
Imo for Italy Caracciolo should be a number one priority unless better ships like Littorio, Bismarck and etc are coming.
I agree, Caracciolo needs to be added immediately. But equally everything is food for Scharnhorsts. So at the moment i think if they made another big leap such as scharnhorst was and decompress and then backfill it may work better.
For instance. Put scharn to 7.7-8.0 with things like the KGV, Bismarck, Littorio, Richelieu. Replace Scharn with the Makensen and Ersatz-yorck. Then move up things like kron and Hood too.
Basically 7.0 would all be ships like the QE, R, Bayern, Normandie and Caracciolo classes. 7.3 would have Hood and Kron, 7.7-8.3 or whatever with things like Scharn, Bismarck, Littorio, KGV and whatever else.
We probably won’t get something anywhere near as logical as what you’re suggesting further in your post. But Mutsu at least has had something show up in some file, so hopefully that means she’ll show up soon. I doubt she can dethrone Scharnhorst, but turtleback+AoN armor scheme should at least give Scharnhorst a run for her money even with Mutsus pre-rebuild armor thicknesses.
Of course then the USA and UK are left even further behind, not to mention poor France with that joke they call Lorraine. And with how much they fight the playerbase on naval, I’d honestly wager that any of those countries will be prevented from catching up this year.
I wouldn’t mind seeing Japan dethrone Germany at all, 2 years is a long time to rule particularly as until recently they also ruled cruiser tiers too.
UK is always likely to be left behind in some capacity at top tier although faring better than others.
But colorado and Nelson/rodney could also appear with Mutsu. I’m not sure what they’d do with 16-inch armed battleships. are they better or worse than things like KGV/Bismarck, littorio, richelieu etcetera. IRL they were different but equal. In-game I suspect the brute force of these ships may be better leaving no room for those other ships.
Naval is such a cluster of strange balancing decisions its impossible to predict.
