the reason why MMW terminal seekers were added was to combat power-off tactics, how would we counter that if modern ARMs were added without their passive radar like on ALARM or their MMW on AGM-88E/G, since ppl want modern ARMs added before legacy
I am 100% expecting them to get the best in all respects and critical features of other ARM being denied because “game limitations” like the ALARM loiter mode
Most will likely just get IOG, switch the radar off and the missile will just go for the last known location

EDIT: ARMs have GPS iirc, so they default to that if the radar goes off until it turns on again and repeat
