Gaijin denied a lot of things before that still fit suggestion rules (unfinished prototypes like F-111K or O-I) or things that would be added later as the game progressed like more modern vehicles, infantry, etc.
If there was plans for armed VAK191 for example I think at least a suggestion would go through.

The F-35s are a hugely iconic are far more widely known matter in terms of suggestion and demand.

EAP wasn’t a government contracted prototype, it was a private test of avionics systems, using the rather horrific engines from the Tornadoes. Yes, I personally love the Tornado’s engines, but they are very thristy engines.
Whereas Su-47 started in 1983 under government contract… it didn’t stay that way for reasons we can’t discuss here, but the context is different.

It doesn’t really matter what the nation suggested was in whatever topic passed. It would be down to the devs to decide on any vehicle on a case by case basis regardless. So its a bit of a moot point and a strange one for some people here to be getting so worked up about. Its not a popularity contest.
