Even if it didn’t use PD, which as you said is unconfirmed, the British Phantoms were added with pulse radars, so it could be added with a PD radar and get an AESA one later down the line.

The fact the US and USSR need to be a half to a full Gen ahead from what I’ve seen before some nations can get their best aircraft for a Gen the game has moved past does not sound fun and is really bad game design.
