When this thread was created was before the decompression. The Mig-23ML was 11.3 alongside aircraft like the Phantoms and Tornado ADVs.
As a result, its no longer relevant and the thread should really be closed

MiG-23ML is just a MiG-23MLD but a EXTREMELY bit worse, but stills being a light aircraft with insane thrust, movible wings, almost the only one with all-aspect IR missiles, very good radar and the most OP SARH missiles at its BR.
also it’s now at 11.7, a completely disbalanced BR, it should be 12.0 where there are more planes that can counterrest it, just like F-4J/EJ/S.

I agree the Mig-23ML is one of the best 11.7s and probably could be 12.0 without issue, but gunna provide a tiny correction though.
The Radar is mid at best, unlike other aircraft at and around the Mig-23MLs BR like the Viggen C/D, Phantoms (at 12.0) or the Tornado F3. The radar on the Mig-23 has some issues, mainly with automatic switching to MTI based upon pitch. I wont comment on whether this is historically accurate or not ( I have no idea) but this does mean the radar isnt htat great. This means it can struggle to employ the R-24Rs which I agree, are by far the best SARH at the BR range.
But you could easily swap that point out with the fact it has 72 large calibre CMs where most fighters average 60 regular CMs around that BR
