I really love dynamic weather, so why not have these factors effect your effectiveness in Ground and Air.
When it rains, make the terrain and ground softer, causing mud, mud ruts, mud pools, and use these to decrease mobility, and add visual effects of slung mud, caked running gear, caked hulls, and caked side coverings, this would also decrease grip over some terrains like rock and concrete.

The length & width of the track system used on a tank comparative to its weight would also play a factor in grip and how much it sinks in the mud.
Also, as known by many, colder intake air in an engine causes higher engine horsepower, especially in those of the axial flow turbine type.
See a small increase of HP on tanks and jets in cold and/or wet environments such as snow, rain, or general cold weather.
In the desert and dry regions, you will see dust fly from ejected casings, or off the tank after firing, resulting in the removal of dust after firing from the tanks. This would cause a very small increase of dust and slightly lowers visibility.
