As a person with over 700 kills in the j7d and 1300 kills in the f4E. They are balanced. The mig 21 has an all aspect r60, the aim9j is rear aspect and vulnerable to flare. The sparrow aim7E2 is great however the f4E only has a src radar. The radar can not scan down. This means that you seldom get to fire the sparrow headon due to most players flying low. Against common opinions, i find the sparrow only viable in the dogfight. The flight models compliment themselves well. The f4 E has better speed retention above 500 knots. The mig 21 has better AOA/nose authority at all speeds. This means that the mig can always keep it’s nose on you during the fight. The r60 allows for it to always make attacks since it is all aspect.
If had to be honest at 10.7 you end up having to secure gun kills in the phantom. If the dogfight gets tight the sparrow is useless. If the bandit is flaring the aim9j is useless.

At 10.7, you are going to have to dogfight if you want significant number of kills. The missiles aren’t that leathal. Everything is chaffable/flarable. So have fun and win.
sim will sometimes take into account era for vehicles as well, its pretty realistic for the smt to be flying against the F-4E even if its a bit unbalanced.
From air rb i can imagine the f4E is better. You have 3rd person and more information available. In sim you are in the cockpit with limited visibility, and a useless radar.
It’s not really my problem if you don’t understand game balance or the meta. You cite cockpit visibility and a “bad radar” (far from bad at 10.7) as the reason for why you think F-4E is bad, meanwhile the MiG-21 is worse in both regards.
