No. R-77 would be 13.0 or higher, likely 13.3 alongside aircraft like the Tornado F3 AOP and F4F-ICE.
Even Sub-sonic AMRAAM carriers like the SHar and AV-8B+ are 13.0.
And do you think its balanced asking for an All-aspect IRCCM missile at a BR lower than stuff like the Phantoms that still have rear-aspect only IR missiles at 12.0?

I don’t know about Pattom, MIG 23ML is falling with F-16, and yes I think the R-73 missiles will balance it out, if you want to change the Pathom missiles I don’t know.
Phantom FGR2 for example is 12.0 with Aim-9Gs and its Aim-9Ls have been repeatedly denied and there is a LOAD of evidence that they actually used them.
There is no evidence the Mig-23ML used R-73s (as far as I am aware) and its at a lower BR than the Phantoms. As it is, Most Phantoms probably need a 1 maybe even 2 stop BR reduction. Try fighting F-16s with no all-aspect IRs and worse SARH than what the Mig-23ML has. R-24Rs are very good, some the best (maybe the best) close range SARHs at that BR.

Yes, r60s suck. But you get the r24s which are very good.
really, the R-24r are good, but I felt a slight change in this last update, it became less efficient, but changing the br to 11.7 and making everything worse, radar, missiles, doesn’t make sense!
I have no idea specifically about the R-24R, but most SARH and ARH missiles got a slight buff with the reduction in Multi-pathing (though most can still easily exploit it)
MTI was made historically accurate and the Mig-23s joined everyone else in receiving the automatic mode switching that everyone else received about 6 months ago. I personally quite like it, but I know others dont.
The Flight model was also corrected and made more historically accurate. it was over-performing significantly. Though I have heard the Mig-23ML is still rather OP in a turn fight, but now you have to learn to manually change the wing sweep instead of relying on the auto-mode.
The Mig-23ML is still one of the strongest top tier premiums in the game. You just need to play more defensively than before.
You have also recieved quite a major ahistorical buff (at least in sim, but I think also in RB) where before the RWR on the Mig-23ML couldnt detect quite a few types of radar lock (like PD) , it now can. This gives you far more warning and situational than you did originally.
War Thunder tries (though quite often fails) to be historically accurate. The Mig-23s recieve far more TLC than most other aircraft do (still waiting on basic things like the Sea Harrier FRS1s radar gunsight to be added) But the Mig-23ML could probably quite easily be 12.0, so enjoy the fact its 11.7 and if you use it in Sim, its 11.3, even though its equivalent the Mig-23MLA is 11.7. Nice little bit of soviet bias for you there
It’s not that good anymore, this change in the radar is terrible, it doesn’t lock onto anyone, compared to the Pathom 4s, it even hits you if you fly underground
Automatic radar switching is one of the worst things they’ve added its caused my locks to disappear constantly, switch radar modes randomly and its not even historically accurate for the most part since every single aircraft with Automatic radar has a manual option for the pilot or RIO that should be in game
It should be a toggle option in the settings. But I’ve never actually had any issues with it.
Though I’m actually pissed that the Tornado F3 lost its Auto-ACM mode (which was actually historically accurate) because that mode was awesome.
