I beleive they were talking in referrence to being able to use MITL after a point launch, but I cant think of any reason why they wouldnt make that possible

Are you sure about that? I just tested it and I can’t get the Kh-59ME to launch without the TV seeker tracking. Setting a targeting point on the map slaves the optics to it, so getting a lock is fairly quick/easy, but I can’t launch just on the targeting point.
Because it was likely a balancing decision to block this. Needing a POINT/TRACK lock first means you have to expose yourself while at the same time limiting your firerate.

Like it realistically is. It is launched at a target but if that target moves then the missile misses it cannot track a moving target. It uses MITL we have seen footage of it being directed last minute to hit a different target.
The reason Brimstone is so impressive because it can and does hit targets moving at 50-70kph LMUR cannot do that.
Gaijin have made the LMUR far more potent than it is, as it stands Russia do not have a true FNF missile and I include the Kh-38 in this discussion.
Gaijin keep elevating Russian tech to do things it should not be able to do and they do so in the name of gameplay and balance.
But I ask you where was the gameplay and balance when DIRCM LMUR spewing Mi-28s are deleting lobbies? Or Kh-38 spam or more recent BMP-Ts stomping everyone…

It does, there are videos of it targetting moving vehicles, you can also see that they also have an autotracker on them (there is a very clear one where it locks into a bmp2), the range of this autotracker is questionable but it does have one.
