The US is literally still working on undercutting other countries, they’re trying very hard to derail the GCAP right now. (Trying to get both the Saudis and Japan to buy the F-47, which would completely ruin the project). The F-2 itself was literally a result of the US undercutting japanese domestic efforts to create their own jet.

Look at the dates of F-15 deal initially happening and dates of M4K first flight

Not to mention that in 1982 when the F-15 finally arrived after getting through all the Middle East political stuff, F-15’s had been flying for 10 years (6 years in service), which is a whole lot more than M4K

And first Saudi Tornado was delivered in 1986 + your math is wrong even with 1985
So first flight doesn’t matter for the F-15 but it matters for the M4K
