AGMs are only as powerful as their optics, and without a targeting pod weapon systems are far less effective.
Su-25SM3 will fire KH-38s from 20km in safety with ease, while Su-34 doesn’t have that targeting pod privilege.

I’d argue the point of subtrees is to fill these BRs as well. Subtrees are meant to equal out the capability and potential gaps of nations. If there is still such blatant BR gaps then they don’t function properly.
Though Tunguska might be a bad choice considering Myanmar is a country that is actually closer to China and would be better in their tree.
