38 could potentially be interpretted as “Almost 40+”
But Id guess a few more naval additions. Plenty of dead easy stuff to be added. Could even be something like HMS Exeter Premium heavy cruiser for Britain (C&P Of HMS York)
But could be other stuff, probably revealed in the Part 2 dev server

Didn’t bother looking at the new ships, but if any of them have aircraft catapults that could also include new scouting hydroplanes
if their is a part 2 last time their wasn’t
but i think that was due to last update being rushed

Them updating the dev server counts as another part.
I have no idea what there is either except the Japanese BB. I probably should get round to installing the dev server one of these updates
Given there are round normally 5 vehicles added through out the dev sever this count would be pretty spot on
