I would propose againse F3s, but yes, amraams would probably be given to them first.
Although I would argue that planes such as the AV-8B+ or Sea Harrier FA.2(were it introduced at all) should be the first ones because of their inferior flight performance and the very low numbers of players actually having them, so it does not break the balance.

Getting the first fox 3s on inferior aircraft maybe a patch before the big dogs get them could work. AV-8B for US plus the one Italy has, F4F ICE, Sea Harrier FA.2, J-8F, JA37D, Tornado F.3 CSP etc
I think might as well give Su-39s R-77s and put them at 12.0, but at that stage the flight performance is so horrible that nobody even wants to touch them. Yak-141 could get these(and the R-73) and be put at 12.3.
They do have a military relationship now.
