so does someone know if stingers just dont have that ability or just balance wise they arent adding it to stuff like the ozelot yet?

No? The JH7A is literally twice the weight of a jaguar, and was designed first as a naval patrol specialist ship killer, then converted into a strike aircraft later. It has literally nothing to do with a iaguar.
Stingers are sadly IR only (well technically after the B version it is dual band IR/UV), so it does not benefit from this new mechanic. Only the block II stingers had this ability by using IIR, but it was cancelled sadly so not happening.
FIM-92Ks should have datalink however, but it seems that that will just be ignored. And so will countless other manpads bug reports.
That happens unfortunately when you barely have one month between the updates.

Dosent datalink updates the position of a target constantly with info passed from a ground vehicle with a radar or something?

That means the stinger should have an optimized guidance system
