It was likely done by the Locals forcefully. However given that it did exist, even if it wasn’t serviced during the war or possibly was as a last-ditch defense. Could still be an interesting vehicle in the game. Although probably will be an event vehicle version of the Ka-Mi that has 2 modification prompts similar to the Kikka and Ki-43 I.
