We’ve also got the Jaguar IS, 11.3, Magic II’s, same IRCCM as the R-73.
It can get 60 with no chaff but I run 40/20 so 20 individual bursts of flare as they pop in 2 instead of 1 like F-18 even though its the same dispenser unit lol.
I suppose the issue might be with jets having IRCCM when they can face jets as early as 10.3.

on the harrier its next to impossible because of how gaijin modelled heat signatures on aircraft. Harrier is one of the hottest burning planes in game when it should be one of the coldest of its BRs. as for other aircraft you need to spam a load of flares and you don’t get too many that low down
Having the CM fires off in sets of 2 does not help the issue as you have very limited pre flaring windows.
I dont have too big of an issue with head on missiles as I bait out head ons very early to avoid it (unless I know I can gun them) but I shouldn’t have to chicken out as early as I do

cant really afford to preflare too hard in a FRS1. you get 30 flares and 30 chaff. they go real fast
