JAs39E- Question regarding F414 engine thrust values

I would like to ask for clarification regarding the engine thrust values of the JAS39E in War Thunder.

The aircraft is equipped with the F414-GE-39E(RM16) engine. In game, the engine is currently shown with approximately 6060kgf dry thrust and 9490kgf afterburner thrust.

However, multiple publicly avaiable manufacturer sources list the F414-GE-39E as being rated at 98kn\22,000Ibf maximum thrust. Examples include:

I understand that theses figures may refer to static rated thrust values and that War Thunder uses installed or in fight performance modeling. My question is therefore not intended as bug report, but as a request for clarification:

Is the reduced thrust in game based on specific installed-thrust or operational data, or is it a balancing or gamelplay decison?

If there is publicly available information explaning why the in-game thrust values differ from the commonly cited 98kn rating, I would appreciate any clarification.
