They are charging handles.
On the ground (or the deck of a CV):
You load the gun, pull the handle and the bolt loads the bullet in the chamber. Gun is ready to be used.
During air combat:
Useful for clearing jams.

Same thing as this basically.
and therefore the pilot can logically activate it while in flight in case of weapon jamming?
Makes sense to do so if the gun is right in front of them lol
