US gets a few that can do it. A10 and a6e can operate outside of spaa range. A6e even more so now that is has the agm123.

I think other nations have 1 or 2 but i dont remember.

so you know, it’s not KH-38 problem, it’s pantsir problem.
and with enough altitude and start speed, AGM-65 can also reach 20km. they have almost same seeker, but KH-38 has a better thrust so it’s faster.
