Well, it is true. As much as bad it sounds and as much as, well anybody that isn’t racist wants not to be true it is true, but it isn’t even the race, but certain groups of people. That fact isn’t defined by race, but by culture or tradition. Generational absence of education and reasonable lifestyle and presence of stupid ethical standards causes this, not the race. So if you’re raised in community full of ignorant, unparticipative, unintelligent and unresponsile people, your development will be neglected and you will turn out both unintelligent and stupid.
