Hard restrictions to a vehicle type would A) be insanely stupid and B) require restrictions on that vehicle’s counter.
Try Germany. They also have really strong SPAA. Britain also has great choices if you can handle their tanks.
I still remember wen they only had the marksmen and the stormer. the Ideal br of the stormer used to Shift between 10.7 and 5.7 (some Times it was More useless than a ww2 Flieger Faust)

SPAA is the early game defense. If your SPAA can’t a rocket rushingp heli, then I can assure you, it’s not the SPAA that’s too weak.
if you want to get CAS for ground RB, you need to either pay a ton of money or nolife grind

I would say you would only be able to spawn as certain types of aircraft based on how many points you’ve captured. For example you wouldn’t be able to spawn as an aircraft able to wipe out a whole group of tanks unless you’ve managed to capture 3 capture points. The more powerful aircraft, the more you need to play the actual ground battle.
the discussion isnt about me, its about balancing.
CAS isnt exclusive to low tier, and its a problem at top tier.
saying “CAS is not a problem” is simply a lie, whether or not youre only talking about low tier.

Is unbalanced in all of them
Maybe ultra low tier/3.0 and below is balanced given you have good aa, 12.7mm machine guns or better across the Board and you dont have big bombs that can ruin an entire team (looking at you pe8)
